An internal document obtained by the outlets was completed shortly after a group protest at the facility in Clearfield County. ICE had not responded to questions about Moshannon at the time of publication.

His attorney, Craig Shagin, states that Chinchilla-Roque had previously spent seven days in solitary confinement following a meal-refusal protest, then was transferred to facilities in Texas and Louisiana before being returned to Moshannon. Among the reported restrictions, certain phone numbers including that of his girlfriend have been blocked.
